Qualification Program

1. Scope
The scope of Subcontractor Qualification Program is to provide a fully integrated system that automates almost all Subcontract functions which will result in:
  • Greater efficiency
  • More accuracy
  • Better quality
2. Purpose
The purpose of Subcontractor Qualification Program is to provide a systematic process to register and qualify all subcontractors who are interested to do business with ARABIAN BEMCO.
3. Objective
It is imperative that ARABIAN BEMCO's and Subcontractors senior management demonstrate their sustained commitment to this policy in a visible and vigorous manner.
4. Applicability
This Subcontractor Registration and Qualification Procedure applies to all Companies / Establishments who are seeking to do business with ARABIAN BEMCO.
5. Definition and Acronyms
  • Registration:The process of seeking acceptance to become a Qualified Subcontractor by submitting an application request
  • Qualification: An assessment made by ARABIAN BEMCO of the appropriate level of experience and capacity of Companies/Establishments expressing interest to do business in undertaking a particular contract before inviting them to bid.
  • SVQS : Subcontractor Qualification Program.
6. Visits
The Pre-qualification assessment may require visits to the Subcontractor's main office or site where he performing work or services to review Contractor's Business practices and further review the supporting documentation that the Subcontractor has submitted. Details of any such visit will be provided in advance.
7. Performance Review
Without limiting ARABIAN BEMCO's discretion, ARABIAN BEMCO may undertake, monitor and review the Subcontractor's performance.
8. Monitoring Subcontractor Performance
ARABIAN BEMCO will monitor the performance of Subcontractor. The monitoring may include but not limited to :
  • Safety performance, including preparation of proper and conclusive accident and incident reports
  • The level of appropriateness of corrective actions implemented by the Contractor following the report of a serious OHS event on the Contractors sites.
  • Maintenance of appropriate licenses and certifications as required to maintain a Contractor's qualification status.
  • Results of any Quality Assurance Audit, or Environmental Management System Audit, or OHSA Management System .
  • Project outcomes
  • Client satisfaction, including management of customer service.
9. Update Registration and Qualification Details
  • All Qualified subcontractors must update their profile as required by ARABIAN BEMCO to keep their profile active in ARABIAN BEMCO's database
  • All Qualified subcontractors are required to update their profile promptly by anything that might affect their Qualification including changes to :
    • Company/Establishment or business structure, ownership or holding.
    • Technical capabilities
    • Financial capabilities
    • Key management personnel
  • Qualified Companies / Establishments must also provide regular updates of recently completed projects and commissions to ensure that their profile in the system has been updated.
  • Qualified Subcontractor must notify ARABIAN BEMCO promptly of any change in their Registration Information.
    • Substantial change in their financial or technical capacity
    • Change in their business (such as Company/Establishment name, address)
    • Change to ownership or holding, including any transfer of key personnel
10. Qualification Requirement
The following items are required documents that subcontractor shall be submitting during qualification process. All these requirements are compulsory to complete AND mandatory to upload updated valid documents. All information must be accurate and comprehensive.
  • Valid Commercial Registration Certificate
  • Valid Investment License (SAGIA), if applicable
  • Chamber of Commerce Certificate
  • Valid Zakah Certificate
  • Valid Saudization Certificate
  • Valid Certificate from the General Organization for Social Insurance (GOSI)
  • Article of Association of any Amendment (Not required for establishment owned by one individual)
  • Government Classification Certificate, if available
  • Latest Organization Chart
  • Key Management Personnel
  • Audited Financial Report for last three years
11. Qualification Criteria
ARABIAN BEMCO has several major criteria in selecting Subcontractor Establishments/Companies, which shall be considered as following:
  • Capability and Experience:
    Capability and experience are critical criteria to ARABIAN BEMCO in evaluating and selecting a subcontractor. For that reason, ARABIAN BEMCO will be focused on capability and experience more than other criteria to determine the level of professionalism and competence of those subcontractors to ensure they are capable and able to provide a product on time and with contract specification.
  • Quality:
    Satisfactory Product performance is one of ARABIAN BEMCO criteria. ARABIAN BEMCO shall verify subcontractor’s quality program to ensure its ISO quality certified and has an effective quality management system. ARABIAN BEMCO shall determine the subcontractor quality personnel to identify quality factors that affecting the project or processes. ARABIAN BEMCO will conduct independent testing for qualification of special process and certification of personnel in accordance with applicable international standards. ARABIAN BEMCO will audit its subcontractor on regular basis for continual improvement purpose.
  • Health, Safety and Environment:
    Health, Safety and Environment are major criteria utilized in selecting a subcontractor. For that reason, our Health, Safety and Environment process is important to ensure compliance with OSHA minimum standards, bacause ARABIAN BEMCO's goal is "ZERO ACCIDENTS" at all times.
12. Verification
We verify the qualifications of Subcontractors to ensure they share our commitment to quality, health, safety and environment as well as their capability and experience.
13. Eligibility for Qualification
To be eligible for Qualification, subcontractor must demonstrate that they possess if the necessary qualifications, expertise, quality management systems, safety management system and financial capacity to undertake particular category of works and services.
14. Review of Qualification
Qualified subcontractors may request a review of their Qualification if they believe their technical or financial capability or capacity has significantly altered.
